Get that file level in a vice. Put the bolt on an allen key so you don't destroy your fingers, press down evenly and file away at it. Finish the bolt with wet and dry if you are feeling picky. Then maybe just a spot of copper grease.

Is it in the eyelet on the drop out or at the top of the seat stay? IIf it is in the drop out eyelet and you can't create a plain screw head on the remanance of the bolt you may be able to drill a small hole in the back of the screw from inside the dropout, then drive a self tapping screw in and keep on screwing in the hope it will drive the headless bolt out. Spraying the shit out of it with WD40 1st is allways a good idea!

Fix file into the vice nice and level and securely.
Put allen key into the hex nut.
Place the inside of the bolt onto the file then file away at it till it is shallow enough. Should take too long.
When I have done this I have marked where I wanted to file to.
