So it will have been designed for 27" rims in all likelihood, that means a 700C wheel and thus the tyre will sit a bit lower down/further back so could be a boon regards available space for a wider tyre. If no model name still might be worth contact BJ with the serial number to find out specific model.

You should be able to find out by checking the model type at Jackson's unless it's a really old one but measuring the narrowest part of the chainstays and under the fork crown between the blades minus say 3-5mm for clearance will give you a ball park figure.
For one of the sportier models designed for 49mm callipers it'd be at least 28mm without a mudguard and Jackson's usually state 25mm with mudguards, a world tour/more relaxed audax type is going to be 32mm without and 28mm with guards, possibly bigger as manufacturers/frame builders tend to be a bit conservative IME. http://www.bobjacksoncycles.co.uk/product-category/off-the-peg-frames/
Additionally you could do a google search for the model type or go onto the cycling uk/retro bike forums and search there directly. Both sites will in all likelihood have forum members whom have had or currently own the model you have.
Regards rims, as you say this has an influence on the actual tyre upon inflation, some 28mm tyres for instance may inflate to 31mm, I've a pair of Panaracer D Evo that do that on a set of H+Son TB14s which are 17mm internal bead, narrower rims say around 14/15mm will likely give you closer to what's on the sidewall.

I've brought back my mums Giant Expression after I bought her a new bike for xmas. It needs a new 118mm bottom bracket, I've taken the old one out but not had time to refit the chainset and frankly don't have the time to do it at the moment. I fitted an older THUN but wasn't right (still fitted in photo)
Has full length mudguards, wide ladies saddle, 3x6 gripshift, V brakes, tyres/tubes all good, solid axle wheels, rims run reasonably straight, frame in good condition. Just needs a bit of a clean and service plus getting a BB, popping the chainset back on and refitting the chain guard (not pictured but included+bolts etc)
Mum is 5ft on a good day so will easily fit your good lady, the saddle is high up as I was test riding it when I got back to check it over.£40 collected Letchworth Garden City, I'm 2 mins off J9 A1 but could get it down to the train station at a push.

I've a Shimano press fit that I can't use, bought a 5800 groupset and the seller unscrupulously never mentioned it was pressfit and didn't respond to messages so I've no use for it.
Bearings are in decent condition and rotate fine, I've never had a press fit so not exactly what I'd be looking for in terms of wear otherwise but the seals seem ok.
not sure of precise model, probably a BB71.

I've a very good condition 11-28 6700, about 1100-1200 miles on it, mostly summer use, I tend to stick in the 39 on the 50/39/24 chainset it was used with so the sprockets have seen a bit more even wear than might be normally seen.
Has been fully cleaned. threads on lockring all good.
I've probably got a 1mm spacer somewhere.

I've a 32 spoke Chorus/Open Pro CD wheel that's in decent condition. The CD braking surface is in that mid point of half there half not but the surface itself is unworn and flat without dings but some minor marks here and there. The hub isn't 100% perfect, there's a bit of axle play but I dismantled, regreased bearings a few years ago and tightened up but I'm not au fait with Campag hubs and couldn't get it to lose the play. The bearings and shell faces are fine so maybe I'm missing something.
That said It spins up brilliantly and runs true (I can forward a short video of it spinning up and close up to a brake pad), the freehub body is steel with some small traces of surface tarnishing as it's been in the garage a while but nothing untoward (it was cleaner/better before I moved it there 4 years ago.doh). No corrosion on eyelets/nipples and the spokes are Sapim double butted.
Perfect as a turbo wheel but could still see some use on a get around bike.
I'm in N.Herts so post probably only option, if I'm tight with the packing then it's be £9 via UPS
Call it £30 all in.

you don't need 20mm internal for 40mm tyres, standard specialized spec for their 42mm tyres on the globe series was IIRC an 18mm internal , I've been running 40mm folders on a set of Pro Lite Bortola which have a 17mm internal and are brilliant off road dicking around, no problems whatsoever even with a clydesdale like me on board.
Considering slightly narrower than what you initially asked for will open up the range of rim/hub combinations you can actually use in real world situations especially if you're not throwing yourself down mega rutted routes kamikaze style.

hub wise, it depends on how you see things and what your total all up might be, I run Dura Ace 7700 on my touring cum gravel/utility bike, just amazing long lasting in all weathers and easily serviceable but only up to 10 speed, the Ultegra 6500s were pretty damn good also.If you were going to MTB/135 and no more than 10 at the back then Shimano LX is probably your best bet and not too costly.

I've a SPHINX Sierra electronic chess set in mint condition barring some very minor signs of use on the battery tabs but it's fully functional/no corrosion. I bought this 20+ years ago to play with my son but we just used a std board/pieces, my grandson plays a bit & likewise he prefers the big board and wooden pieces.
Comes with all the instructions and pieces still bagged.
It's roughly 12"x 12"

I've still got these Easton EC90 SLX/SL with new continental competition 22mm tubs, the rear is the Pro Ltd variant. Very little wear to braking surface. Come with new Shark fin titanium skewers.

I have a 5800 group minus brakeset, STIs, braze on front mech, rear derailleur, cassette (11-28), chain, 50/34 chainset but with a press fit bottom bracket. Good condition throughout, there's a scuff on one of the levers and some cosmetic wear on the nose plates.
£180 + postage, I'll find best price with insurance cover.

I've some BMX bars in polar white that I could do for postage, you'd just need a shim the stem clamp from 22.2mm to whatever size you're after. They're approx 620mm/185mm width/rise -- from centre of bulge to centre of grip, so a significantly higher up position than the bars you linked to, thought I'd offer them up just as a recycling exercise.
