max. without fenders were the mighty conti x/race king 2.0 on some 19 or 20mm (inner)wide rims, but was tight in the back at the chainstays... some 4 years ago, frameset bought new around that year.

got mine 2nd hand and there was plenty of usefull stuff in the box.

with 9 speed the shifter "dictates" the gears, at least with shimano. as far as i know alle the shadow (not shadow plus) work.

the cascade is a versatile frame so it seems, would def. consider buying one.
right now i'm happy with my simple and 29x2.0 contis, the bottom bracket is a bit high and the clearance in the back is tight, but super fun to ride.
