Depends how you define it. I was quoting End Fuel Poverty’s statistics and, tbf, they do have quite a narrow definition of what fuel poverty is.
According to them, it’s gotta take you below the poverty line. But I do agree with you that the number of people who are gonna really feel it is much higher than 10%, me included.
On that note, is anyone signed up for Don’t Pay UK?

Given that Liz Truss is pretty much the definition of a weather vane, this could work. If (and it's probably a pretty big if) Labour can create enough pressure around this then the Tories will likely enact a watered-down version. It's nowhere near enough, but a lot better than 10% of the population being in fuel poverty in a couple of months' time.

As a former Basingstokeite, I second this. But I think Odiham Ford, just down from the canal is reasonably safe, if not particularly deep. My Dad used to take us swimming there as kids anyway.
There's also Longbridge Mill on the A33 between Reading and Basingstoke. There's a great plunge pool bit, out the back of the pub/restaurant of the same name, part of the river Loddon. I'm not 100% sure it's legal to swim there, but it never stopped us as teenagers.
And there's Bourley Lakes between Aldershot and Farnham on the Hampshire/Surrey borderline. It's absolutely beautiful there, it looks like something from the Pacific Northwest. I think it's ex-MOD land though, so it's probably worth checking whether you can swim there.
I have many times but, as you should have concluded by now, I was an idiot in my younger years.

I'd say definitely more club fit than aero. I'm 6'4" and 75 kg and it fits me almost perfectly. I've fit a baselayer and jersey under it with no trouble. Also occasionally normal clothes. But it also doesn't flap about too much.
Meant to also say, the hole isn't all the way through, the lining is intact so it doesn't affect the waterproofing.

Chapeau cafe jersey (L) x2, both only worn a couple of times. Lovely jerseys, just not really my bag. -£15 each
Tommy Hilfiger T Shirt (M), literally worn for about an hour on Boxing Day. Lovely quality shirt, but not really my style - £10
