I’ve just been doing a bit of research. They will definitely fit 25mm tyres. Apparently 28s will just about fit too.
They are certainly a slightly retro, aero fork made for TT and track bikes so the clearance is not huge. I will do some more googling, and when I have time in the next few days I will do some experiments of my own.

Edit: further research suggests 28mm will fit, but probably no bigger. Of course not all 28s are exactly the same size, and rim width etc makes a difference too, but sounds like 28 should be ok

Sorry for late reply. Post office is obviously a bit of a nightmare right now but there’s a courier office near me I could use, they are a bit more expensive but would be very quick. Let me know what you decide. Forks came off a bike with a 12cm head tube if that’s helpful, the steerer is fairly short so will fit a smaller bike.

I’m going to try and do a drop bar gravmonster type thing on my MTB, I’m looking for a 10speed bar end shifter - Shimano / Microshift / Dia Compe etc, indexed would be ideal. Please shout if you have one of these you aren’t using! Thanks. Dave
