The limit, is well er, limiting.
If he knows he is going to get a bike in the next few weeks, then of course he should, and look for a bike and accessories as close to the limit as possible. It may take his payroll a few weeks to catch up.
If he is umming and ahhing, it seems odd to have an arbitrary date - has the scheme only appeared as a one month trial or do his payroll team need to understand all amounts by the 20th Dec? In other words is there no scheme next year (2025)?

(fine if you live in Singapore and want to show off, not fine if you are in Blighty, and want to use it a lot or brake...ask Hoke...)
2 or 3 speed, external, will be the optimum for carrying and hopefully you can select the 3 sprockets that give you enough range for general use. The Sturmey Hub is bullet-proof, but boy is it heavy and I find I only use 2 of the 3 gears anyway.

Was thinking it'd be neat to hang my Diablo/Joystick from under a Raveman Garmin mount as it would remove the need for a handlebar mount and mean I could shift my Garmin back across centrally.
I have just set this up for my Sirius light under a Redshift Garmin specific mount.

For example, the screws shown in this pic are not long enough to secure the mount AND and the base of the garmin. And you need flush bolts to continue using the Garmin.I got there in the end but 2 trips to the hardware shop/LBS.
As you will see from the other Garmin mount, screws that go from underneath work a little better or you might just buy something like this.
