I've found that a longish stick-paintbrush-whatever with a big bit of sandpaper wrapped around is quite good for cleaning the inside of seat tubes.
The best, but it requires investment in tools, is a rotary wire brush which you can put in a drill and you can couple it with an auger extension bit to get into the seat tube more.Don't know size of your seat tube but is it possible that the top of the seat tube, where the slot is, is a bit splayed and will accept a 27.2 but further in the true size is smaller?
good luck

@Emyr
agreed re DNT but I assumed SH was interested in increasing their private browsing as he mentioned Ghostery. -
@sacredhart
this is quite a secure browser. it's got all the stuff you'd add like "do not track" "ad blockers" etc built in and on by default and come for PCs and MACs.

Stil run it atop a VPN service to keep traffic as safe/private as possible. -

There's a posting about integrated racks and keeping the rack low and this chap went for an
"Avenir Pioneer Transporter Rack" as the legs that attach to the frame are adjustable so you can lower the rack. No doubt there's others around
bike looks great btw!
Have you measured the inside size of your frame where the h/s cups go? You also need to measure the external face of the h/s where it goes into the frame. There's normally something like .2 or .3mm difference between the two as you want a snug fit and this intended to create a snug fit. Because of this you also need some way of "pressing" the cups into the frame. There's tool you can by but they're uneconomical if you're only doing it once in a while.
You can make a press with a couple bits of wood and long bit of studdingand nuts/washers, google "diy headset press".
The bigger issue I'd say before going any further is to determine if the crown race is the right size before fitting your cups.
I think there's two sizes 26.4 and 27??? I'm not 100% sure but you need to ensure the crown you've got fits the crown race seat on the fork.
Again these are friction fit so you need some way pressing on.
good luck
