Okay I've looked at everything and none of them really satisfy my off bike needs.
What about a high quality collapsible basket for the rear rack? Anybody familiar with anything like that?
that way I can just throw whatever bag I'm already carrying around in there.
EDIT
This may do ithttps://www.amazon.com/Bushwhacker-Omaha-Bicycle-Grocery-Accessories/dp/B00B4ZKZK0

Pannier for my cargo bike rear rack (Axiom MK3 Unifit journey) when the kids are in the front and we are going to the beach or similar. Needs to be something that also functions like a shoulder bag etc etc. can be comfortably carried around and plopped down with sandwiches in it. Can be taken inside the house and hung up in the hallway without being intrusive.
Nothing to techy.
kind of hip.
etc etc
Any ideas?

You could use the sideboard and base board, but It would be uncomfortable and also a tight fit. The box use is significantly wider than the bike giving more space. It has a bench seat. Usually there's blankets in there to make it cozy. No canopy.
It is a fantastic cargo box that you can really abuse. I regularly use it for terrible things such as bricks, sand, firewood, garden and yard waste.
The sides come off and it becomes a flat bed.
I've posted ad nauseum on here about it.

Ours are going nuts. Probably 50 of them scattered around our yard. In the back of this random photo you can see a bunch.
The photo was supposed to be start to a video of a nice summer rain. I include the video for fun:

To the left in the back is all fresh dirt and grass seed with a new slate patio. Just waiting for the seed to come in. Going to be nice. I spaced.out the slate so the grass fills in the gaps.

I have an EBullitt with e6100 drive. It's unstoppable and I put two kiddos (3 year and 1 year old) in it. I can fit one large shopping bag in it with the kiddos fairly easily. Knees bent.
I've very often loaded it up with 200 lbs of cargo. In a few isolated hair-raising occasions I even had 300 lbs of cargo. I wouldn't recommend that. Not including my own weight. So over 450 lbs. Not recommended, but worked.
I got a premade box from Splendid Cycles in the States. It converts from a kid / grocery carrier to a flat bed in seconds. Holde Box. I love it.

Everyone loves peanut butter. I prefer almonds for health because I've got tiny children who prevent me from engaging in narcissistic levels of exercise. I like when markets have a selection of nuts which you can then grind for yourself fresh.
Cashews, peanuts, almonds, add salt or not.... Etc.
You can also make it your self with a good blender or processor.

Just get a few consultations. They're free. Sometimes these folks can accomplish a lot of surprising things very very quickly. We had 5 trees taken down - 3 of which were hard to get to - in half a day. Really amazing how fast it was.
If it's helpful, your neighbors may be glad to allow access. Ask them. They'd probably leap at the idea.

it's not something where caulk would normally perform well.
you could replace the baseboard, but that not simple and would need paint as well as new matching baseboard.
you could get small thin strip of wood and augment the existing baseboard taking care to appose the floor well, then paint.
I would personally leave it alone.
unfortunately removing that caulk is going to be near impossible.
I'd leave those wheels.
