Better for possibilities as it's not falling off. Check there's no very fine embossing to it and I'd probably say paint over it - only if it's really shiny vinyl like would I look for specialist primers but they won't hurt

whatever way it's now sold this does all make it a bit awkward.. I'm with you as in it's more a question of aesthetics. There's an assumption that everyone wants flat smooth walls with entirely uniform paint finish, while impressive its actually quite boring.
Putting lining paper on walls will not make them flat - but it depends what you're working with.

thinking aloud (with no user experience) but isn't that price quite close to 'could do better', even if the base line is a colour f-91w, or another Swatch, I think I have a niggel with the strap from the images shown... how the hell anyone decided these 'mouse trap' design were adequate for anything is a mystery.. but (best I know) the yellow will go through by holding to the lamp, the red won't and it'll feel like you are at danger of braking the plaster pushing them in (and you are) ... then you've no idea where they are sitting or if the spring tension is about to blow but they should sit.
[There's a slim chance the ceiling replacement has changed the plasterboard thickness] but by all means take the springs off turn them around and place in different settings to try and achieve them to reasonable working order - but they just say mouse trap to me

love the cornice, there's the obvious of where the stain appears can be a hell of a way off from where the leak is (but I'm somehow doubting that as a theory) - what does strike is there's a 2" or so gap around the bath panelling! Yep, got the two dial one, can't say I can influence you as I wouldn't know how to.. but, quite how I didn't realise it has no spring bars idk but it's a small thing I got over, chunky and light worn loose - it's really not a shirt and tie thing, but the design sells it (along with it always going), mine is still on the original strap that is fraying nicely - I'm not fussy or look for perfection but the lume on the hands does not match the hour markers but neither are bright bright
