Yeah I'm thinking the same, this is my first attempt with bar ends too. All the guides I could find basically said tape it firmly to remove as much stretching as possible.
What would be ideal is a cable guide you can clamp to the bars under the tape for the exit point. I'll have a google see if such a thing exists.

The randonneurs are strange man, I'm used to compact drops where everything lines up nicely, so having the splay on these makes the world a puzzling place

I'm always dubious with cloth tape and how comfortable it is over distance/ rougher paths. I guess it could be double wrapped to work for this though

Why not just use a shim with a 1' 1/8?
That way you have so many more options
