Yeah most modern rims do this. Means the nipple sits flush against the rim. I would delace, check for cracks and only relace (correctly) if the rim looks safe

Kinda but has lugs which I don't think Inbreds ever did. Probably be fine with a 135 disc hub so would make a great ss commuter
