I'm Streatham Hill ward, most of the action here on transport is around the bus garage creating dangerous conditions on the A23 and speeding on the A23. Had driver flip a car over the other week outside the bus garage. The rest of the roads they see as safeish enough to not bother.
I can't see the hire bikes coming up the hill on account of most people using them for 1 way trips down the hill and it being bad for keeping the docks full. Will end up with more ofo bikes and whatever slowly coming this way and I'd be inclined to join up with them just for them sort of rides.
Must be other issues, which party is going to clean up the most dog poop is a huge issue...

I would say greens but they tend to just be all over the A23 for pedestrian safety rather than borough wide stuff or even cycling stuff. Most seem to have noticed if they clump together and give a general positive "active travel" response they can just ignore cycling questions. I know where I am in Streatham the greens are claiming to have a fighting chance at winning so putting extra effort into the area. Lots of bits seem to be Labour safe seats so little in the way of pledges to change or do anything beyond keep the status quo.

Keep having instructors pass annoying messages via my bikeability age 2nd cousins.
The kids don't properly understand how working freelance works(why would they?) or that the instructors are asking via them are doing so to avoid a discussion about pay for what is essentially being a support instructor for them.
Ends up with the kids not understanding why I couldn't hang out and do bike stuff with them at school as that's the view they have of interaction with instructors.

So I've just broken farcry 5. I was playing last night and was 2 missions into the game when someone gave me a plane, ended the plane mission and still had a plane so flew across the map and shot at the statue of the bad guy destroying it and triggered a mission that should be much later in the game, parachuted onto the statue rather than fighting my way into and up it, burnt the book mission complete. The game is now full on tripping out spawning teams of guys with m60s and rocket launchers along with gunship helecopters everywhere and the occasional plane that can bomb you for an instakill if you are in/near a car.

Just a guess as I had a similar thing before when a program was transfering to a usb hdd.
The keyboard is connected within the laptop onto the usb bus so shares available usb bandwidth with the negative scanner. When the scanner is being used it maxes out the space available for transfering data(even keyboard strokes) via usb and so that causes the lag.
Your laptop might have had a windows reinstall at some point or never had drivers installed properly so is running on the windows default drivers, they are a bit conservative so slow stuff down maybe worth reinstalling the chipset/usb drivers.
Also if the laptop has usb 2+3 ports trying a usb 3 port instead you might get lucky and they have a number of independent chipsets controlling them so the scanner uses usb 3 at usb 2 speeds and keyboard on usb 2 is happy.
Unsure why wire is working, I'm guessing it somehow has got itself a higher priority or interacts with the usb somehow to reserve space for a webcam or whatever and that's enough to keep the keyboard active or it being a startup program rather than one you run after?
