No, the adapter mounts where the caliper was with 140mm and the bolts go through the frame into threads in the adapter.
It should come with additional small bolts to go from the adapter to the caliper.

The AR25 is very light but it's not too stiff. Great for a climbing wheel set but for something more all-round, I'd look more at their next depth which I think is the AR35 at ~360g for the flyweight version.

There's a cable adapter but it's only for use with 11 speed TT shifters as far as I'm aware. No other 11 and 12 cross compatibility.
