This one seems to fit from either side of the stem.

The smaller capacity one can do Qualcomm Quick-Charge.
Edit: @hippy spotted it. The Qualcomm version is only for certain devices, but does work well. Both batteries can be charged themselves with the Qualcomm Quick-Charge though. Otherwise it's down to the devices to negotiate the charging current. Same way that some wall chargers can dole out ~2A (for tablets) but an old phone won't accept that much.

Enough for you to be able to fiddle the connector into place. There's no need for masses of slack. A cable tie can be useful to hold it in place if needed. I normally wrap the cables around the tubing with a cable tie either side of where it jumps the headset (to make sure it doesn't pull too tight).

@peter_v you want 27.2 mm.
28.6 mm outer diameter - 2x 0.7 mm wall thickness = 27.2 mm inner diameter. -
I have 2 pairs of Dura-Ace downtube stops (as seen below and here) for alloy frames (flat not curved back). I ordered these and didn't notice they were for alloy frames, so they're all there and unfitted.
I paid £12/pair so would like to get that back, but will do £20 for both.
Happy to meet most places west of Holborn or can post.

You're probably better off getting separate items. Only light that does all-in-one is the B&M Luxos, but it is known to have some issues with waterproofing. If you're serious about either then get a good light (can personally recommend the B&M IQ-X as a good light, others like the supernova and edelux) and separate charger. @acharnley is the man behind the D1 which looks very good (it's what I would buy right now), the sinewave revolution also has its fans here.

Raceware Direct definitely do what you want, just more pricey.
