When #marketing101 is in direct opposition to #aesthetics101, a chunk of your market disappears.
We don't all buy our tyres on aesthetics, but when something is almost wilfully ugly (which Schwalbe tyres are) I have a hard time paying top dollar (which Schwalbe tyres are) for it.
It also doesn't help that navigating the manufacturer's website is the online equivalent of stumbling around the Amazon warehouse after all the staff have gone home. -

I don't know what planet you're living on, Ed, if you honestly believe hydraulics are maintenance- free.
The few bikes I've ridden with cable discs felt fucking awful, and were either new or nearly-new.
Magura proved long ago that even for MTB rim brakes, hydraulic was the best solution. I've honestly never come across another braking system as hassle-free as HS33s. Even the lever feel is head-and-shoulders above anything with a cable.
As for hydro discs, the only problems I've ever encountered with them relate to caliper/frame alignment and rotor trueness - both of which would equally apply to cable discs.
I honestly don't know why anyone would go disc and not go hydraulic. It doesn't make sense to me. -

Yes.
The CF forks on my Pomp use white Plasti-dip as primer, and flat clear Plasti-dip as clearcoat with real paint (the colour coat) sandwiched inbetween.
Lots of fun to use, and non-destructive. Quite an unrefined finish unless you're putting it through a proper gun. The flat-clear finish does match the rattle-can satin-clear of my frame quite well, though.

Might want to post a picture or two in case some of us have no idea which bikes you're talking about...
My first guess though would be that whenever a local/gov authority opens its wallet to commission an independent contractor to make something for them, the contractor doubles/triples their usual rate.
That is, unless, the panniers come filled with everything an EMT needs to respond to a call. -

Autumn/Winter is the worst part of the year for executing DIY rattle-can jobs, unless you can spray indoors with a powerful heat source. Even then, rattle can paint & lacquer are what they are - soft, not durable, but cheap.
I don't regret doing my Pompino a year ago, but the rear triangle looks a bit of a state after only 6 months riding/locking-up.
