I pretty much agree with Gabris.
Well, Shl, you say that there was bicycle factory in Poland but I think that they made bicycles for mostly people in Polands territory. But Harkov was a factory that made bicycles for biggest part of USSR and in Soviet Union things were made mostly in one place for everyone, then everything was simply that way and USSR didn't care about costs. They may just forgot to stamp these cranks because there were many frames that came unstraight, bented etc. from factory and you couldn't complain. -
