Q: Can I use a shimano wheel (i.e. cassette etc) on an otherwise campy 10sp set up for turbo use only?
I.e. as long as I just set the chain up somewhere with appropriate gearing, and don't attempt to change it, use the indexing etc, is there anything to stop it going round and round, or increase wear?

Well done - you've handled it very smartly, most people wouldn't after a knock on the head.
I think your plan is reasonable if you think it was a simple accident, kind of thing that might happen to anyone - we do not check shoulders etc 100% of the time and while the law might try to hold you to account every time you made a mistake, that would be a pretty shitty world.
However, if you think it's symptomatic of a general poor driving attitude and or carelessness towards cyclists it may be worth pushing for a harder punishment as deterrent. BUT from what you've said.. I think get the money for any damage, new clothes etc. And hopefully he will learn from it..

Ok, you probably understandably didn't manage all that - but the forum is littered with tales of people later finding issues with their bike/head that need sorting!

I doubt that would be a problem given size - but it only lasts a year (so is a recurring cost) and only locates within 50ft, or you're reliant on someone else who uses the system being nearby. Fatal flaws..?
Presumably technically it wouldn't be hard to engineer something with a gps chip and sim card in it that could enter a very low power state and only wake up when then sim was "called". Using a paygo sim or something would then keep costs to the data used when tracking...

So, it's my birthday on Monday (also a 3hr exam with another couple on the tues, yippee)
Will probably get a little bit of money from various uninventive relatives, and since my el cheapo 7dayshop one broke, I'm in the market for a camera to be the new traffic droid. Any clues for something cheaper than a go pro but better than something for 30 quid off ebay?

Clearly there is such a thing as an accident, I.e. something not intended.
If someone hits me and intends to do so, I would try to punish them as strongly as possible. If they didn't intend to, it mitigates. They might still have been reckless or generally increasing the chance of something occuring... and it doesn't get them off the hook, but it's a damm sight better than a deliberate violent act.
