"This a very cool accessory/part from the 1990's in Japan.
It replaces the top nut of your headset, and was made during the 'aero-boom' era, of cycling.
It not only looks super-cool in a 90's kind of way, but also can act as a replacement for spacers/washers. Spacers and top nut all-in-one!
It can also be handy when you have a stem that sticks out quite far, to help make things look more balanced.
This will fit most forks, including all keirin forks from Japan, as well as all 1 inch Italian threaded forks, such as Colnago, Cinelli, Pinarello etc.." -

If you want to use ahead stem but you have a bike with threaded headset and fork this can be the resolution. It is designed for 1 inch ahead stem but if you want to use 1 1/8 inch ahead stem you can get some shims to fit the stem.
It's scratched but working perfect and clean. Very light. £7 posted from Leicester
