Looks to me like a Milremo. I got one that came with my £20 1969 Raleigh, although it's not exactly the same model (has red details).

I've yet to find a geometry chart for the BJ Vigos so if someone can point me to one that would be great. Alternatively I'm only really interested in what the SO of a 52cm/20.5" Vigorelli would be.
