The 'surplus material' is only surplus if you don't want it. They had the extra not because they couldn't be bothered to remove it but so it could be trimmed or not as the rider liked.
My Tommasini has uncut LA84's that are track version and have even more surplus material than monoglazes uncut example.

To make your search a bit easier : - Mavic made 2 models of 'Starfish ' the 631 and 632 and neither was road or track specific.
Either 631 or 632 crank can be single, double or triple by means of the addition or removal of fittings.

Almost brand new tyre and tube. Pretty mint some storage marks but no breaking wear to machined braking surface and all looks almost unused except tracknuts which are spares I have and have some surface corrosion.

Yes as far as I know everything is original except rear derraileur boss . I think replacing dropouts would have been an uneconomic venture on an older Bianchi. The frame has no issues just been very nicely repainted by previous owner.
