If wrapping forks in squidgy stuff worked to reduce vibrations/chatter you'd already see it on bikes - some big R&D department at Specialized/Trek would've worked it out years ago.

You'll pay HMRC through the courier, either you'll get a card through the door (Parcelforce) letting you know you've got to pay fees and it'll be delivered or the courier will pay it for you, delivery it and settle afterwards (FedEx, UPS etc.)

Correct - I've got Ortlieb City panniers and the front are 12L and the rears are 20L. The crossbar with the mounting equipment is less than 2/3 the width on the front than the rears.
I've had no problem putting them on a Pelago Rasket rack (also seen people running Restrap panniers on there too).

My brother-and-law and I took a punt on these to save a bit of space in our garage and we've been very happy with them so far. Top to tail you can really get them close together (we did a lot of measuring beforehand though).

Unfortunately what Skully says is true. My ex's bike was nicked recently, popped up on eBay, sold, popped up on eBay again and police were next to useless.
Everything was handed to them on a plate, including arranging a meeting, and they did nothing.
