First pic was from a Paris Roubaix bike, where a higher hood position gives a more secure grip on the hoods.
And the second bike is J-pow's road bike, in which he will want to mimic his cross bikes fit as much as he can, hence the high hoods.......

Honestly with regards to comfort, an Alu frame with descent wheels and tires will feel far smoother than a cheap carbon frame on not as nice wheels or tires. My understanding is the cheaper the frame the more over engineered they tend to be making them harsher! So go for something with proper mounts (and maybe save some money too).
