Wouldn't worry too much about the stem - whatever is comfiest for you is best: can't imagine a too aggressive riding position is ideal for Nairobi roads/traffic. How did you manage to find the tyres in the end? and what you gunna do about flats - can't image 700c tubes are easy to find. Glad I could be of assistance as well.

I always use additional bits of doublesided tape when wrapping for extra stick.

depends, if it's coagulated and you are using cotton bar tape it will form bumps under the tape.

Spent many an hour with the bankcard getting glue off the bars - its the only use for it cos theres no money in there.

Well, that's a very post-modern stance you take and I can appreciate the argument but if life was simply an infinite number of different ice cream flavours it would be a very strange place. Most people know chocolate, vanilla and mint-choc chip are the best flavours and more of these will be sold. As humans we classify things, in from the chaos. To me 'a bike', is something you do. photography or engineering or symmetry is a different category of thing. not that I don;t appreciate these things.
