If its a TT bike the top tube should be 2-4cm smaller than on a road bike

I've used 9 speed friction bar ends for ages with no hassle at all, I'd try on my 10 speed as well if bar end changers weren't so expensive!
Have you seen the Diacompe ones?
£50 for a pair (no doubt you'll find them cheaper on the bay) and they are probably the nicest looking and some of the best made bar end changers out there, indexed mode isn't an option on them though (yay!)
Also any Shimano bar end shifters have friction mode, I recently picked some up pretty cheaply on ebay, they usually go for around £30
