you've turned the adjuster to the sponge setting, 3/4th of a left turn will fix it

Cable routing? Is it too long or too short?

Also have a look at the actual movement of the caliper when you're squeezing the brake. I had the same problem and assumed it was just bad routing, but it was that one of the arms was a bit loose and so a lot of the cable movement was just bringing the caliper back together again.

Check that they're centred too, otherwise you might be pulling one side in a lot before the other side engages.
Thanks a lot for the replies. I think it's a mixture of just about everything mentioned. Centred the brake, tightened the adjuster, and this has made a big difference. It still feels squidgy and I'm going to investigate the cabling as well as checking the caliper arms for equal movement.
