^ Chain's on backwards. That aside, that's not a track crank so would not be suitable for this build.
I understand the stem to be a Cinelli #2 - they were common from about 1950-1960... period correct would be an early version of a 2a alloy stem.
I think that older Pista cranks (period correct versions) would suit the frame better, but I understand the desire to go for the more modern variant.

Depends how you're measuring... if measured horizontally from tire to ST then that is near perfect. If measured perpendicularly from tire to ST then there is a difference.
The point being that if the wheel is slammed to the ST (if possible with dropout length & tire size combo) then the tire will be touching all the way around the curve. -

It turns out that, following the Cannondale write-off, a lot of the components were more damage than initially realised. Primarily... the chainset is wavy, causing a lot of slipping in the gears, and so I need to look out for a replacement asap
I think that you should go back to something a little more sympathetic to the (est.) age of the frame... 6400 Tricolour!
Pretty cheap to be had, and plenty about. Beautiful components too. Keep the 9sp shifters & cassette mind - just go for chainset, brakes, and derailleurs.

I don't know, maybe where I live attitudes in general differ from those in UK.
