Could be wrong, but isn't it only the clamp diameter portion that is 31.8mm on oversize bars? Drops are same diameter aren't they ? Think flats and risers are same, otherwise grips and bar end plugs would be bar dia. specific.
So I would think yes, they all will. -

Lovely wheelset, never fitted to a bike.

I've got a retro black leather saddle (a bit brooks ish), weinmann brake levers and callipers (levers would work in a few orientations), sr custom chainset, seatposts- various sizes), a stem kicking around somewhere. This lot posted for £40?
I've got a pair of riser bars from a kids bike, mounted on a short stem, with black weinmann levers fitted and retro black plastic grips, chrome is pitted on bars, but looked the biz on my wife's bike. If you're interested? -
