I have something very similar in downstairs front room (similar timeline after redecorating). Other side of the wall is enclosed porch, wall feels dry on the other side but encrusted in paint so hard to tell. Suspect just a bit of damp maybe pulling in from the outside or ground causing efflorescence but nothing critical. I just scraped off what paint was bubbling and left it. It looks a bit ugly but it's enough to let the wall breathe and stay dry. If you put furniture in front of it leave a gap for it to ventilate. I suspect my approach to DIY and decoration is well below forum average though.

A friend did a furniture evening class, I thought it was at Morley College but can't find anything similar in their website atm.

Your neighbour can cut any branches that are overhanging into their garden as long as they only remove the bits on their side of the boundary.
My interpretation is that this means you can't complain if your neighbour cuts your tree/hedge so long as they don't go into your side. I don't think it says anything about who should be cutting it.

Keep the rad under the window even if you add one somewhere else. Better for mixing temps otherwise you end up with stratified warm up top, cold at the bottom (where you're sitting). Depending on how drafty/cold the room is of course. If the big window is air tight triple glazed, don't worry about it. -

Disagree. Least likely to be problems doing EWI on a solid wall. With cavity there's a lot that can go wrong in terms of moisture and I think much of what has already been done has caused a lot of damage to the existing buildings. Although it's also cowboy retrofit territory (see also spray foam in the loft, snake oil rising damp solutions).
