USB charger / bike light charging problem.

Got a new Anker USB charger than delivers 2.4Amp. Problem is, it never seems to finish charging my lezyne power drive light. It flashes green to indicated normal charging speed, or blue for fast charge (whatever that is). And when it finishes it stops flashing. However with this charger it just flashes forever, if I move the light to a different charger it shows its finished, but then back on the anker it flashes again like it hasn't.

Weird thing is, it seems to be jumping between normal charge speed and fast charge, it flickers blue every few seconds then back to green.

Is it teetering around the amperage threshold between normal and fast, and therefore never showing as finished?

Same thing happens with my cateye volt.

Shame on me for thinking a top end bike (Canyon Aeroad 2016) would have a well thought out BB system. I'm going for a threaded together BB to hopefully make the most of a bad situation.

So if I understand correctly, if bearing size is the same, I shouldn't bother, but if they use larger ball bearings for the ACB, then they are worth going for?

Angular contact balls or rollers?

Thanks. No good for me though, they are replacing a 43mm rake fork, I need to gain >7mm to sort the toe overlap issue.

Am looking for a fork with a large rake, 50mm or greater ideally (toe overlap problems). Must have eyelet for mudguards. 1 1/8" steerer / caliper break / must accom 25mm tyre + guard. Preferably carbon.

Anyone know of anything that meets the above?

Any tips for making the slot in this mudguard bracket longer? I need to extend it towards the guard. It's stainless steel, the last time I tried to work with this I burnt out two drill bits and achieved little.

BB86 bb replacement time. Going to get one of these thread together varieties from wheels mfg. Do I spend £80 on the angular bearings, or £60 for regular spherical abec 3 bearings.
