it's pretty easy to know when you're squeezing 26.0mm bars into a 25.4mm stem, it really doesn't want to go (i've done it). So if your bars move around fairly freely then the stem is probably fine.

is it a welded stem? I always found those to be pretty flexy and even a bit ... ehem ... snappy
