Hit the QR. Possibly the bearings outer race is gunked or rusted hence pretty stucked to the hub shell.

You could get knarp and then counter drill one side of the hole so a bendy v-brake noodle with barrel adjuster could sit in it?

It could be the sealant, it shouldn't keep oozing as it should dry out and form a seal.

Leaking sidewalls is an issue with all brands and usually goes away after the first ride.

Same pair of Schwalbe/Continental/Panaracer/Vittoria, one will leak, the other doesn't BUT most importantly, none returned with continuing leaks.
