I'm also on 48x18 (70").

I had 74" which was good for long rides in the flatlands of Nederland, but not here. Switched to 67" briefly last week but it was too light. Got up Highgate West Hill on 70" too so it must be the magic gear.

Haha, just checked it out and street view has thrown a bit of a spanner in the works. I did think the paint looked very new. Clues if it turns out to be necessary.

Go to the lbs and get it reamed, or buy a half-round file and work on it yourself. I assume you dont have a cup and cone BB but if you do, watch out for filings falling down the seat tube into the bearings. Sealed BB will be fine.
