Yes you can. I have run 9 speed sprockets spaced as 8 speed on a 9/10 speed hub.
'Wheels Manufacturing' or Campag make (or made) spacers for this job. They are blue plastic. -

I have bought this 531PG beater frame that takes 27" wheels.
The forks are really shocking gaspipe so I was after a chromo / 531 replacement set.
What have you got - anything considered. Its a 23" frame so minimum 190mm steerer threaded 1" would work. -

The one and only time I have been in Chutney Mary it was full of white blokes in suits supping Cobra beers no doubt funded by their fat expense accounts.
The most expensive rip off ever : £100 for two people and in there for about 1 hour.

The current thing for matte black thing started on bikes such as the Cannondale Bad Boy and now every other stealth bike.

One other thing to confuse the issue.If your cranks have been fitted and removed alot, the aluminium inside the crank taper has more wear so you may need an extra long axle. I have the same issue on a set of Campag Gran Sport cranks which should use a 114.5 mm but this length is too short now . Its gonna be suck it and see.

why is the seat bolt the wrong way round?
Its quite common on mountain bike frames to have the bolt facing forward supposidly to reduce the amount of crap going down the slot which would also be facing forward from rear wheel spray. I recall my 93 Kona Lavadome having it this way.
