It's 64 cm centre-to-top. Top tube is 58cm, head tube 21.5 cm, so it's a tighter racing frame rather than a more relaxed touring type.
This was a common top size before mass production made it uneconomical to serve the tall minority. I'd say it would be perfect for you. You could try the traditional sizing method: measure your inside leg length, crotch to floor -- the seat tube length you want is somewhere between 65% and 69% of that, depending on riding style and how long your legs are compared to the rest of you.

Bluemels Club Special in white: well, off-white now, but still in good condition, skirt has a small puncture and needs the hot water treatment to shape it up. A classic -- £SOLD
Bluemels Sovereign in black: top of the range mudguard, though needs a clean and a bit of light rust around the tabs. Nice reflector but skirt broken off -- £4
Bluemels Olympic in pale rose: nice smooth shape, perfect for a porteur, good reflector, never had a skirt -- £6
ESGE narrow (up to 28 at a guess) plastic with metallic finish: good quality German made mudguard with good skirt and big square reflector -- £6

Bought a year or so ago but never got round to it so time to move it on. No name but probably 531 DB -- weight seems right and takes a 27.2 seatpin, anyway. 124 mm between the rear dropouts. Has been prepped up for conversion by someone handy with the torch -- most braze-ons removed and may be new rear dropouts. Needs a lick of paint to finish it off. No dents or dings and looks straight.
An all round decent frameset at £40 collected from Tufnell Park.

A pair of Rigida TVM Special Competition Rims in electric blue, 32 holes.
Used but in good condition with plenty of life left. A few light scratches and some superficial rust on the eyelets on the inside of the rim, no cracks, dents or bulges.
I've had these for a while and intended to build them up, then got given a new set. If you have money to burn you can buy a new pair of these in red for $225 on Ebay -- and in fact the seller sold a pair at this price not long ago!
