If you have a frame, you can measure it with vernier callipers (schuifmaat).
If the tube inner diameter is a bit too small, you can use an adjustable reamer without any harm. Removing 0.1 - 0.2 mm or so must be no problem.

I've got my frenum done by a girlfriend of mine (pro).
Less painfull then getting my lobes stretched, but that's obvious with the thin skin down there.

Stretched my lobes to 14mm; haven't stretched for the last 3 years and no plans either..

Might take a somewhat discrete septum one day, but still think it's a bit too much on me.
