There's cheap 35mm ones but I've never heard of cheap 110 ones (there's adapters from 35 to 110 for the more expensive scanners, but this route will likely be over your budget)..
..remember you can "scan" film using a digital camera as well though (if you have a somewhat recent smartphone this will most likely be sufficient / actually really good) -
you need a light table (check ebay / classifieds, or DIY with some light source & frosted glass that gives even light under the negatives).
The fiddly bit will be to hold the negatives flat, frankly holding them down with, say, two steel rulers will probably work better than all the plastic negative holders the aforementioned scanners use. -

Get your stuff developed and scanned (in one go, like as a package) by a shop, using the bestest quality option you can afford (highest resolution, ideally un-compressed files), this will give you better files than scanning at home, stuff is usually auto-corrected (helping with bad exposure, to a degree) unless you ask them to not do this.
You can get good quality scans at home as well, but long story short:
- it's a tedious process, a pain in the ass, really, trust me
- you need a proper, dedicated 35mm scanner or a really good flatbed scanner
- you need proper (expensive) software like Silverfast to get somewhat close to the quality the shops can deliver with their (way better) scanners

tl;dr - is a Huawei Mate 9 still of any use today?
Elderly family member got this old phone they hardly used, and I understand (from looking at eBay sold auctions) it's not worth much, money-wise -
but is this of any worth to keep around as secondary phone, or any use to a friend I might gift this to - or is the hardware just so old that it's not feasible / not upgrade-able any more?I hardly know anything about android, what I see is: it's the single-SIM, 64GB version, running EMUI 9.1 (..would it be possible / make sense to install some other OS on it? My understanding is the 9.1 is as far as it goes now though, as Huawei locked the bootloader by now..)
