put the very lowest part of the headset back on the fork steerer
grease it up
turn the frame upside down
grease up the lower cup (which is inside the lower part of the frame's head tube) really well. i use really thick grease
put the tiny balls on the sides of the flanges of the lower cup (which is inside the frame). i grease fingers first, so that balls get greased up as well). do it carefully, so that they don't fall through inside the head tube
alternatively, you can put well greased balls on the part of the headset which is on the fork's steerer tube
once done, slowly insert the fork into place. down let the falls loose. press it against the frame so you don't loose them.
then take the upper cup of the headset and grease it up again
then slowly put greased balls on that upper part of the headset, so that they hold in place (with grease)
with your frame upside down and fork inside it, slowly screw the upper part of the headset on the fork steerer. it's a good idea to try to screw it on first without balls/frame - just to make sure it goes well. if not - clean the threads up
screw the upper cup well into place so that balls no longer have a chance to fall out of place
turn the frame the right side up and proceed with the washers and the most upper part of the headset
tighten the headset -

what's with telling GA2G off? sarcasm i hope? get this motorcycle off of here, come on, we have enough geared stuff on fixed gear and single speed forum already. or maybe i shall post my new bass guitar here and ask for some advise on a new rig? head and cabinet or combo, what do you all think? 4x10 seem like a good choice as i need more highs and better response, you know, for soloing stuff etc. any ideas?..

well, the top lock-nut of the headset could be un-screwed with the use of usual lock-ring tool. you should try that first. if it comes off, then just take the two spacers off, and lower headset cover. this should reveal what's actually that thing sticking out.
^all of that is quite obvious innit? :)) unf, in my experience i never seen smthn similar. maybe somebody tried to stick a seatpost inside? is that steal or alu? -
