If you can have a really close look, and I mean REALLY close up you should be able to make out if cable guides have been shaved, from top tube and also on chain stay, above BB, also the quality of the ends of the rear stays should be a clue as to if those track ends have been added later.
At worst its a really nice TT frame, probably for a single chainring, looks like a Holdsworth from the detail of the brazing around the seat tube bolt.
It looks like a cool track frame though and the geo is nice.Good Luck!

My mate did it on a single speed Globe Roll with only a front brake, don't know how the hell he made it down the hills but he was flaming quick!! (we walked up hills though!), I rode on tubs which were very fast but pulled a spoke in a pot-hole in the 'cyclocross' bit and bent my wheel.. had to glue on a new tub which was fun in the rain! Finished the run though, wobbly wheel and all.
Good Laugh.

Respect!
Never met you Kingcutter but you made a very honest statement there about high level riding.
The bike you built is fantastic but you do have a point about modern stuff. The guys I work with have gone carbon crazy and I still push a 1940's steel fixed gear in to work every morning - flexes and I love it old school but modern is awesome.
Good luck with your new build. -
