Thanks for your help, but:
Is too big at 27.2, and it doesn't have the world/globe logo as pictured in SR #4100 group.
Is too skinny for my 27.0mm seat-post dia.
Here's the thing, my target was to replicate his build as much as possible to the exact spokes number, or don't do it at all. I know it's impossible but at least I get the major parts correct, so we can leave out the spokes or the spoke nipples he used at the time.
His wheels are both 32h, I know because I was really fussy about getting near replica so I counted those spokes, so your 28 and 36 ones, especially not Ti, are not suitable.
About the crank, I did find 151 on eBay and currently watching it, but I'm still not sure if it's the same one though. For all I know his crank could have Ti chainring bolts and Ti crank bolt.
Ok I see you are indeed very particular about this.
crank:as far as I know no TI chainringbolts where never produced for campag.
Regarding the BB Bolts: the second version of the SR TI bb had metal nuts on a solid TI axle, the 1st version had a hollow axle and steel bolts (as far as I know). in any case any 151 bcd pista crank will be fine. these problems can be sorted out with the bb or later.
I will keep a look out for the correct hubs and seatpost.
Good luck

I Have a set of Campy C-Record High flange Track Hub laced to Mavic CXP30 Rims, front has seen a brake rear has not. Both Wheels have done around 50 Miles since they where built and are in excellent condition.

I got Probrem!
So, I am based in super correct Switzerland now and just got stopped by a bike courrier telling me that If I get caught with my bike (fixed with front brake) i will have to pay 950 swiss francs plus fight a legal case of unknown proportions....too rich for my blood.
It is all quite stupid especially because the law in question defines a brake as a "permanent fixture" on the bike (which the chain is). In Germany it is exactly the same...some guy appealed in court when he got fined, won...done. But not over here....no chance.
So i need to commit sacrilege and but a second brake on my bike. It's not drilled. And I dont want to do that.
There are two options
Since the bike looks quite clean and 70's I don't really want to go down either road.
So my idea was to build an adapter plate and put a second brake behind/underneath the bb. The question is if anybody has ever done this before...I am not too worried about brake performance as long as it does not fall off when the police checks it I am happy.
From what I can see I need quite a short reach brake. I might have a clb somewhere that goes down to 39mm so this will be my starting point.
Any suggestions?
The bike in question:
