This is the only photo I could find of the bike and rider.
He was emailed yesterday so hopefully he'll respond and set the record straight.
Leicester Track Nationals about 87 or 88, that's Doug Dailly the national coach next to him, possibly Dave Spence or Rob Muizio. It's more likely to be a Cougar than a Merckx

We've had this discussion before, but never got to the bottom of it.
But it was owned by a British Track TT member so it's certainly a great bike.
And he said it was a Merckx.
Any idea of the rider, chances are I'll know them and be able to give a better idea of the frame. The choices that spring to mind are Raleigh, Waugh or Soens. But most builders would use Campag drop outs and most of the big names would build with lugs and would have engraving on the seat stay/forks. Back in those days a squad rider would be given frame tubes and get a frame built for them. Also most Lo Pros from back then would either be a 24" or 26" front wheel.

im running 172.5mm cranks and 700x23c. i think i can go 72" on the flat, cos i can get up just about all the hills in hastings on 59"
Get yourself some 165 cranks, that will improve your cadence. I can hold 197rpm on 42x18 for about 2miles, it works out about 38mph on the flat.
Do lots of short fast efforts either on rollers or downhill sprints about 150-200m
