54cm c-t Carlton Courette 531 main frame tubes.
27" QR Weinmann alloy wheels are in mint condition/new tyres, 13-28 Atom 5 speed, rear derailleur is a Tiagra 4600 but I have a NOS Huret Eco you can have in exchange. There's a slight issue in that the shimano indexed shifter is possibly a chinese knock off so is slightly out on the shifts as you work your way up, I bought the 4600 as although not remotely period correct I quite liked it and it had an adjuster to fine tune. But it still hasn't seemed to iron out the probem. I was just going to get a friction shifter or go 6 speed with a bigger range in the sprockets.
The 52/42 Custom SR is great but probably too big teeth wise, I did put feelers out on RetroBike and a guy there has a 40 and a 36T to fit the 118BCD, BB is really nice, smooth and no play. Centre pull weinman brakes work very well indeed, I mean really well!
The ugly bit is the modern riser stem, I'd done this as it was a pressie for someone who was wanting an upright position and there was a basket that was going to be fitted. I do have the original stem but this will bring the bar height down a fair bit.
Doesn't have low rider mounts on the forks but you can fit specific fork blade clamps that work with low riders. Or were you thinking of the brake bolt and mudguard eyelet fitting variant?

I've a fairly well used 105 11-28 cassette and a 32 spoke Shimano Ultegra (6500)/Open pro ceramic with a slight bump in the rim somewhere which I took from my commuter. Had put up with it for years and just got fed up with the thud thud under heavy braking, it's also got a little hop but nothing you'd notice unless you're running really narrow tyres at very high pressures. Additionally the freehub body is a bit loose but rotates fine, it might just need tightening but for the commuter its never been an issue regards gear shifting. Hub runs well, not loose and no grinding/notchiness.

I've always encouraged younger or inepexerienced riders to buy/use a decent spec flat bar hybrid, IMHO there's absolutely no reason whatsoever to buy a drop bar bike at that age unless they're racing. Widens the choice of available bikes/frames, easier to control both on and off road with flat bars for the lesser experienced/younger rider, more options for wider tyres and have utility value as well.

I was looking for some higher end 135s a couple of years ago when turning a high end hybrid (Spesh Globe Expert) into a drop bar for audax/touring/gravel, it came standard with deore, first of all I bought a pair of LX as they were cheap enough but I'd looked for higher end (avoiding XTR) and it was stuff like Hope (RS4) some DT Swiss incl the 180s but are ven more spendy than the Tune Mag 170 units.
There were a few very nice Japanese made examples but these were few and far between even then, Ritchey also made some shiny hubs in 135 and there's a NOS pair on ebay now but they are silver. In the end I found a 32 spoke Dura Ace 9 speed rear on an open pro and it slotted in perfect, indeed the globe pro variant which I also run as my everyday utility bike, it can take both 130/135. Maybe see if you can get some end caps to junction the gap of a road hub if you haven't already tried a 130mm in the dropouts already.
Just found these DT Swiss ONYX in Poland but you might be able to get them to manipulate the sale value to avoid the tax scammers AKA HMRC (or whatever they call themselves)

My son had one of these on his early Sirrus, you might want to measure the width as these Body Geometry saddles were 143 or 155mm, it looks like a 155 though.

A knackered one https://www.ebay.co.uk/itm/393327428214?hash=item5b94244276:g:y40AAOSwDzhgoWrCPotentially a Sonoma BG might not be far off, has the width but not a gel version, if I had to recommend something that would give same/similar comfort then a Madison G12 is your best bet, possibly the G100 is the modern variant of it.
luck finding something -
No worries, as you say, ladies have longer inseam than men for their height, this is why they fitted shorter stems on the ladies touring and city machines BITD.
To give you an indication, here is my ex (5ft 4") on a small/medium Wolfson Sport with 42cm drops, it's the same 55cm effective toptube but with a much longer 100mm stem, it also has the same centre of bar to floor drop of 96cm but the Wolfson has a 50cm nose of saddle to centre of stem bulge, the nigel dean is 46cm, so even with drops the ND by comparison would still be 4cm shorter reach and a less forward position.
If you need any more measurements give me a shout.

All this, I'm 5ft 11, 32" inseam, maybe a touch more and my biggest bike is a 62cm traditional diamond, carbon bike is a 59 and the tourer is a converted part carbon hybrid (58x59) with a large number of spacers on the fork steerer.
So much easier to get a comfortable position and not stress hands, shoulders, back, neck etc small aero sacrifice but you're not racing so comfort is more important and that helps with going further/longer if not maintain speed. -

I have:
Dedo zero 1 - 70mm 31.6mm clamp/ 1. 1/8 steerer
31.8mm band FD-443, pretty much the same as the 453, only difference been it can handle 42 and 52T middle/outer rings, the 453 is supposed to only be able to do a 39 (usual Shimano conservative numbers). It works with 8/9 and earlier 10 speed left/front flat bar road shifters.
I've got some 1 1/8" coloured plastic spacers, possibly some alloy ones, If you buy the stem or FD I could lob a couple of those in the packet. -

I have a 36 spoke BMX wheel in great condition with a very good 1.95" knobbly tyre/good tube. Black rim with pretty much zero wear and runs true. Black hub, rolls well, squirted a bit of liquid grease in but I haven't had the bearings out so may need to be regreased at some point.
£15 including postage, I'm in N.Herts so collection unlikely but take off the Hermes postage cost if that works for you. -
Got this purple thing, 20" c-t

10 pair of Fibrax for £9 incl post, I bought a job lot a couple of years ago including ceramic pads, they also do them in blue.
I've had no problems with them https://www.ebay.co.uk/itm/252500933109
Or the Ritchey branded pads for a smidge more from the same seller https://www.ebay.co.uk/itm/232565093206?hash=item3625f5b356:g:O68AAOSwEetWA83N
