Simplest can be best but also be a nightmare organising the differing aspects of it all yourself, even more so when you want to really be relaxing enjoying your day. Hence why people pay through the nose so they don't have to worry about things (As a former head chef & catering manager I would be really stressed....lol)
To my mind if you can find someone who knows what they are doing in terms of organising the whole food aspect on the day and are able to leave it in their hands to ensure things run smoothly (getting food out on time, everything is safe ensuring that the whole clearing up bit at the end is sorted etc) then that takes a lot of resposibility off your shoulders so you can enjoy the day itself.

It isn't that unusual and to be honest as a caterer you would want to be involved with the client as early as possible in terms of your & their requirements so that your idea is wholly understood. So long as the client is absolutely sure as to availability of the food and can sort out the issues if things go wrong then I wouldn't think it would be difficult to find caterers in local directories.
250 guests is a fair number so the amount of physical food is pretty large. Consideration for how to transport foodstuffs to site, refridgeration & adequate storage is very important. Also any advanced preparation the caterers might need to do or access to location beforehand. It is difficult to have everything arrive on the day in some instances as this can make things quite chaotic.
Other things to consider if you are partly DIYing:Make sure any refridgeration at site works properly and has adequate storage facilities for the food.
Any team would need to be consulted well in advance in respect to H&S both from the staff doing the event & the people you are providing the food for. Are you anticipating having waiting staff?Depending on location you might want to think about liability insurance should things go wrong.

I've got a 1958 Carlton Super Python frame & forks that meets your criteria but I'm after £230 for it (excluding postage). Seat tube is 59cm c-c (60.5c-t), 57cm c-c top tube 130mm rear spacing & takes a 27.2mm seatpost 531 frame forks & wrapover stays but no decals remain after respray some time back.

Thanks Ian! Mr.C has got a nice pair he's offered me so I'm darting round his tomorrow to snap them up. It has made me realise I need a double gear guide (the ones that clamp on to the downtube) too if you (or anyone?) maybe have one of them?

I've got a 27" fork came off a late 60's/early 70's Dawes but is dark (ish) blue & rather badly repainted in its life. plenty long enough though and eyeletted too, still got the threaded nuts too I think.
