you need to be a member of the BRV (Berliner Radsport Verband = Berlin Cycling organization)
then you need a trainer from a club to attend the practice, which is only twice per week afaik.
don't know if you've got any velodrome experience ... but can't imagine they even let people with none or little experience on the track, even if you have the necessary licencse.
(they write on the link below the training is for 'Berlins elite and senior drivers')anyway you should try and let us know ... I'd also love to take some laps in there.
