Lowering the stem will increase the reach to the handlebar too... before you buy new stem(s).
As @TvH says, you should probably adjust both saddle and cockpit simultaneously (provided you’ve got a comfy setup as it is)

I’m guessing seated position at the moment is relatively comfortable (in terms of saddle-bar reach), albeit not putting you in a great position for climbing?
Have you done as much as you can at the saddle end to steepen effective STA first?
If it were me I’d try to steepen effective STA as much as I could (short saddle ~260mm slammed all the way forward on the rails) then adjust stem based on where the saddle ends up to give a not-too-stretched seated position.

I think you’re a victim of slack STA combined with a relatively height saddle height (giving you a really slack effective STA. MBR measured the STA @ 67.5deg, (which I’m guessing is effective rather than actual)...

I don't think you'd need to - Genesis specs the bike with a 1-1/8" fork and a ZS44 lower headset. The only difference being the Genesis fork has a wider (integrated) OD 47mm crown for a flush-fit with the ZS44 lower cup. Surly fork crown will be narrower (non-integrated) with the crown OD being narrower than the crown race - hence the visual step. AFAIK everything will work fine (bar the looks/step)

@chrisbmx116 selling a 58cm Norco Search XR at the end of May (after Dorset Gravel Dash) as I really can't be arsed to haul it back to Canada. Custom build - 650b, Reynolds 725, no decals (grey-blue) and weird mish-mash of Sram 1X (Force/Rival). Haven't thought about price yet.
