Gonna sound dumb here:
What's a bottom pull front mech?
If it's nothing to worry about>>>ie I'll be using it with Shimano Shifters>>> I'll take it
cable is routed under the bb shell and then up to the mech. top pull is the other way so cable would be routed from the top tube. Think DMR make a converter thingy to allow you to use the wrong type of mech for the frame
Edit: Also mech is braze on not band on so you need the appropriate tab on the frame

Haven't used the quattros although I use candys on one of my mtbs, Found them pretty similar to spds to use, bit more of a platform which can come in handy though. I would defo advise getting double sided (or 4 sided pedals) as getting into single sided pedals can be a right pig anyway on a freewheel bike if you accidentally knock the pedal upside down. Also have a look at speedplays - but they require road shoes (a bit less good for walking in but the speedplay cleats are metal so they shouldnt wear to quick)

The Campag khamsins are pretty standard road bike wheels on a par with mavic askiums or shimano rs10s or similar. But all of these are designed for geared bikes so you would need a bunch of spacers on them.
You could get a pair of cheapish track fixed-free hubs (formula/system-x etc) on mavic open sports for around £100 or so.
I think it is possible to lace a wheel that has more holes in the hub than on the rim but you need to know what you are doing. Only works for specific spoke numbers too. E.g. the campag khamsin rear wheel can be rebuilt fixed using a 36 hole hub - 18 driveside spokes and 9 non driveside i think but a whole lot of trouble to work out when a more standard wheel is fine

109mm ISO BBs are a bit thin on the ground.
I'd guess at it running the same BB as the Campag Pista crank, ie 111mm.
You can get the basic Campag BB for a tenner, so its not the biggest gamble in the world!
There's a Gipiemme Pista crank in the Transmission Database partnered with the Campag 111mm. Perhaps a PM to ondine would shed some light.
Good shout about pm'ing ondine - hadn't thought of that. campyoldy have a gipiemme 110mm italian bb that i was pondering - hence the question about using it with a frame with massive holes in the bb shell.

I have a potentially similar problem. Just bought a pair of gipiemme cranks ( http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&ssPageName=STRK:MEWNX:IT&item=200305382267 ) I think they are sprints from the photos on classicrendezvous. Does anyone know what axle length would be a good bet on? Hub at the back is a DA and am intending on using an EA1 3/32nd sprocket. I was assuming on 109mm bb length but would prefer to check (ISO taper).
As a slightly seperate question, the frame has 2 big slots in the bottom of the bb shell, Is an old style cup and cone bb going to be a complete pain in the ass to keep running well? Thanks
