Like IRO did in the US?
I'm not familiar with the IRO deal... but probably.
One of my favourite pastimes is building (well... assembling) bikes fro parts gleaned from ebay and online closeouts and online swaps and trades... at the moment I have everything I need for a nice FGSS except the right frame headset, and wheels. It probably stems from my yoof when I used to search scrapyards for frames and components and build bikes.

Agreed. But you could do it through your LBS. I think Trek and Cannondale did similar thinks on pain and decals at one time.
If Specialized had a build your own Langster section on the site it could be ordered, paid for and delivered though your nearest Specialized dealer.
The logistics are pretty simple if you keep the variations manageable... 5 frame colors (plus custom paint and decals for extra dosh), 3 types of bars, half a dozen wheel options. 4 different saddles and seatposts and a few cranksets and chains... it's basically what they're doing for the City Langsters but they let the customer choose the combination of components.... You can build an entire bike or if you only want wheels and frame that's all you get.

Hmm.. will they sell it as a frame or complete?
I suspect the first offering will be frame only as they would probably believe that us "individuals" would prefer to add our own components to make unique bike.
The beauty of a FGSS bike is it's simplicity. I wonder if Specialized has though of supplying custom build kits where you could pick your frame (alu, steel even CF with) in a range of stock colours, then add bars (drops -track or road, chrome, white, silver black), different colour rims, hubs, spokes headsets, stems, cranksets... whatever... even custom paint and livery.
I'm sure there's a huge "build your own" market out there. My tuppence.

too right, had some wankstain in a taxi cut me off on a bend beside buckinham palace, I was just beside his passenger window, he pulled in front of me leaving me with a metre at most to stop as he took the bend. Managed to slam the front brake and luckily avoid getting minced. Caught up with him and said 'are you trying to fucking kill me' and he responds 'yeah, that was the plan' and drives off. TNUC
Had a similar situation a few months ago. A motorist who pulled out of a side street and nearly hit me. I caught up with him and before I could say anything he a scream "I'll run you over mate"! I said "are you threatening me." he said yes! and sped off.
A lawyer mate told me later that he could be charged. I now have my camera fone on video mode ready to record the next idiot.

like everyone else I love your design. How do you envisage it would end at the sides? It's a great illustration but not one I personally would wear on a t-shirt I don't think. I would however gladly buy a print from you if you were to do a run?

If the cyclists are all individualy drawn the possibilities are endless. Post cards, posters and prints (on good paper ready for framing) of the each as well as the "peloton"... even one "cyclist" per t-shirt.

incredible, what happened next?
I took off, hearing the driver's swearing getting fainter... went to the local cop shop and gave them my version of the story, and my phone no. They phoned me about half an hour later and told me the guy made a complaint and wanted a new windscreen (he'd borrowed the van apparently). They told him that they would pull me in but he'd be charged with dangerous driving or driving without due care and attention... he walked out.

I've often thought about mounting one of those little metal hammers like what they have in train carriages or passenger coaches on my handlebars. Little tap on the cunt's windscreen, wing mirror etc should see to it.
That reminded me of the time I was nearly hit buy a (white) van pulling our from a parking spot. After stopping I looked back and the driver was oblivious of what he'd done.
He didn't even see me walking up to him, so I smacked his windscreen with the flat of my hand, to get his attention... well, fuck me, the windscreen shattered into a million pieces.
