I have a rack with the two strips of
Metal you attach to the top of the seat stays, and I want to put it on a bike with just a brake bridge hole... I assume there's a conversion kit out there... But what's it called? My googling is weak.

Nope, cloth is noticeably thicker, stiffer and less sticky than hocky tape... Would anyone notice if you used hockey tape on bars, almost certainly not.
I'd go for two layers though, at least.

The Length of the seat tube/post will be the same, but the closer the top tube is to perpendicular to the seat tube, the shorter it will be... Perpendicular = sloping.
