I've seen that or similar somewhere else, the explanation was that he got a 100 dollar ticket for not having a brake. I think the idea is the brake is fitted so even if he has no intention of using it he is legal.

Like DFP said but also run your hand round the inside of tyre to find what caused the puncture, go slowly and gently so you don't cut your hand.
