I finally finished the build for my girlfriend, we went on a little ride from Liverpool st to Greenwich and back and apart from the brooks being uncomfortable as its brand new, she loved it. Success.

On mixte's the rear brake is often mounted on the middle stays, I cant see if yours has a place to mount there. But even where it is, you should sort out your cable routing, it should come from the underside of the brake not the top. You'll be getting a whole lot of friction how it is, which will probably jam the brake as the cable gets older.
Also, unless your GF is into speedway, you may want to adjust bar angle.

forget the chain.
Chains are extremely heavy and easily cut. On a skinny framed road bike a mini-d lock easily gets round a wheel, some frame and a bike stand. Two mini D's will be as good as you need to go.
If you care about your bike you should never leave it anywhere for too long. The BEST locks, even the NY Fahgettaboutit can be cut easily with the right equipment. Leaving it anywhere for long temps the pro thieves to come and give it a go, they may just cut the bike stand. They can steal your parts easily too.
So two Mini-D's is what I suggest. Anything more is just unnecessary weight.

I'm going to get knee surgery so I won't be getting on my bike for at least a year, if at all.
I am doing upperbody fitness but that's not cardio. kettlebell is impossible, so is rowing and pushups
Ok, part of my post was in jest and a bit lazy as I didn't know your situation.
The first recommendation of swimming seems to fit your criteria perfectly. But lets strip this query down with two questions;
Why is knee surgery going to stop you using a bike? Cycling is suitable almost immediately after all kinds of knee surgery, if not immediately then shortly after. It is non weight bearing and low impact. I cannot think of any kind of knee surgery, even a full replacement that will put you off the bike for such a long period.
Why do you want to do 'cardio' specifically?
Upper body stuff can be cardio, anything that gets your heart rate up is cardio. If you cannot manage to get your heart rate up using only upper body, it shows that you are limited by local muscular strength/endurance NOT cardio-respiratory capacity. So your overall "Fitness" / work capacity would be better aided by improving strength & muscular endurance NOT aiming and failing to do cardio with upper body. Also remember that cardio type fitness is not only lost fast, but also gained fast and strength is built slow but more persistent.
You can, in a way have your cake and eat it . Good old fashioned circuit training lets you do both at the same time. Choose a bunch of exercises, could be dips, situps, plank, back extensions, curls, lateral raises, pull ups etc.
Stick to a manageable rep range/difficulty level for each. If you can do 10 pullups only do 2-3 per set. If you can do 30 do 10. Blast through them in a circuit. Done right it will get your heart rate up & you will be out of breath.
What I would do is different however;
pure strength work with occasional swimming. Closer to when you are going to be bike-mobile, ramp up the swimming and then ease into cycling.Final note; Doing Strength work for your legs prior surgery will shorten recovery period post surgery.

How removed do you need your legs to be? Swimming is a good one but some other stuff;
Handbike
Pushups/Chinups (if you are strong enough to do 30+)
Rowing
Situps
Kettlebell Swings/Snatches
Light weighted bodybuilding exercisesPut stuff like situps in a circuit with other things, even if they are bodybuilding exercises for particular muscle groups. In a circuit done at fast tempo it will get you blowing.
If you cant be bothered with all that, you can try wheelchair basketball or dancing furiously sans leg movement.
