You wouldnt need to.
Drill the head of the 14mm Bolt out, which wont be easy, as they are pretty tough steel.
Then you can use a drift to 'unwind' the broken extractor (and hope that it wasn't cross threaded) so you could then use a new, quality crank extractor to remove the crank arm, then use a pair of molegrips to remove the remainder of the threaded crank bolt (missing its head) from the Bottom Bracket.
